Taxonomy Project for City Goverment

Ms. Blackburn conducted a City-Wide Classification System Taxonomy project.  The high-level structure of the taxonomy was constructed based on existing documentation of department processes and high-level interviews with departments undergoing business process-related initiatives.  Once the high-level structure was in place, the lower tiers are added as detailed analyses are completed.  A detailed analysis of the City Clerk’s office was conducted in the first phase in order to produce a proven methodology with a set of tools to be used to conduct the analyses at the remaining departments in subsequent project phases.  The detailed analysis included documenting current procedures and conducting a document inventory.  Metadata was identified for the records subject to the detailed analysis. 

 

A plan (the Project Road Map) was developed identifying major tasks to be accomplished, resources required and a timeline to complete the City-wide classification system.  The plan included recommendations for the City’s Enterprise Document Management and Records Management deployment.  The Project Road Map provided the City with an industry best practices approach for establishing a Recordkeeping Program.

 

Recordkeeping Program and EDMS Deployment for a State Agency

Ms. Blackburn conducted a requirements analysis for two business units and a high level analysis of all program areas within the Agency.  The results of the analysis were the detailed requirements for an Agency-wide Electronic Document Management System (EDMS) as well as business process reengineering recommendations.  Ms. Blackburn was contracted for the second phase of the project to assist and mentor Agency staff in implementing the enterprise EDMS and in the establishment of a Recordkeeping Program.  The recordkeeping program tasks included establishing a taxonomy, metadata guidelines, updating retention schedules, establishing an e-mail management policy and creating recordkeeping policies and procedures and associated training.

 

EDMS Requirements Analysis for an Electric Cooperative

Ms. Blackburn was contracted to provide consulting services for the EDMS Study project.  Ms. Blackburn performed a requirements analysis which included conducting a survey, reviewing documentation and interviewing employees representing all departments within the organization. Current workflow processes were documented and analyzed.  The current and future planned IT infrastructure was documented including information regarding line-of-business (LOB) applications and future planned system purchases.  Ms. Blackburn developed an RFP and evaluation matrix for use in selecting a vendor.

 

EDMS Study for a County Government

Conducted an audit of the County’s two existing imaging systems in order to address documented problems identified in both systems.  The audit included a review of current business processes and practices, software efficiency, user and technical support, personnel proficiency, and workflow employed to operate and manage the systems. The audit scope included the analysis, evaluation, documentation and recommendations of and for the existing imaging systems.  In addition, a summary of "best-practices" used throughout the industry and governments regarding the preparation of documents, scanning and capture, assembly, verification, indexing, committal and archiving was performed.  Ms. Blackburn evaluated and recommended an electronic document management system (EDMS) for use County-wide. The assessment and recommendations were presented to the County Manager in the County Commissioner's Office.

 

Ms. Blackburn continued work with the County for five follow-on projects.  The first follow-on contract was to determine the feasibility of centralized versus decentralized document scanning throughout the County.  The second follow-on contract was to perform project management during the County-wide EDMS redesign and implementation.  Ms. Blackburn was also retained to provide services directly to Human Services, Clerk and Recorder and Sheriff’s office for new line-of-business application integration with EDMS and business process reengineering analysis.

 

EDMS Study for a Non-Profit Human Services Organization

Ms. Blackburn provided consulting services for the acquisition and deployment of an enterprise-wide Electronic Content Management (ECM) System.  The engagement resulted in the following deliverables:

  • Recommendations of potential candidate areas for the application of ECM technologies
  • A prioritization of the candidate areas
  • ECM functional requirements for use in a Request for Proposal (RFP)
  • Evaluation criteria to be used for the selection of the ECM solution
  • A “short list” of vendors for which to distribute the RFP
  • Recommended next steps for the implementation of an Electronic Recordkeeping Program
  • A presentation of the recommendations to the Project Committee
